8K.PRESS / PURPOSE — Native Stream Monitoring Requirement — v003

CURRENT YOUTUBE MODE
- YouTube controls adaptive quality internally.
- The IFrame API no longer supports forcing or querying exact playback quality levels through setPlaybackQuality/getPlaybackQuality/getAvailableQualityLevels.
- onPlaybackQualityChange remains available and is logged by v003.
- Cross-origin YouTube iframe playback does not expose HTMLVideoElement.getVideoPlaybackQuality() to the parent page, so true dropped-frame counts cannot be read from this embed.
- v003 therefore runs a 10 Hz watchdog around player state/currentTime, detects buffering/no-time-advance, and attempts recovery before a stall cascades.

CARET V NATIVE STREAM MODE — REQUIRED NEXT LAYER
- CareTV-controlled HLS/DASH/native <video> playback MUST monitor HTMLVideoElement.getVideoPlaybackQuality().droppedVideoFrames and totalVideoFrames.
- requestVideoFrameCallback() SHOULD be used when available for per-presented-frame telemetry.
- A first newly dropped frame MUST immediately trigger an ABR decision: lower bitrate/resolution before additional drops if bandwidth/decode capacity is the likely constraint.
- Raise quality only after sustained clean playback and adequate buffer/bandwidth headroom.
- Preserve the permanent public URL https://8k.press/purpose/ while transport changes underneath it.
