CareTV Persistent State

Persistent state is the durable project specification shared by all CareTV agents.

It is NOT chat memory.

A local/API-based CareTV agent must load this state before making architectural,
publishing, navigation, media, storage, or interface decisions.

Core new rule:
Every published image/video/media object has a companion educational HTML page.
Normal navigation opens that page, not a naked media file. The original media URL
remains permanent. The companion page provides useful educational context,
accessibility text, related material, and an obvious one-click path back upward
into the daily/project tree.

Persistent state is versioned and additive. Previously approved permanent content
is not removed unless explicitly instructed.
