# No Local Server Required Rule

This package must remain usable by ordinary Windows users without requiring a local web stack.

Do not require:

- IIS
- PHP
- MySQL
- Apache
- Node.js
- Docker
- local database setup
- custom server configuration

Allowed baseline tools:

- Windows PowerShell
- AWS CLI v2
- configured AWS credentials

Reason:

The purpose is to remove repetitive S3 Browser/manual upload work, not to make users become server administrators.

The public app remains standalone. The uploader is only a developer convenience layer.
