What changed

• Added Fit and Safe Area runtime settings to the beta startup config and control panel.
• Added GET/state-aware runtime properties for ViewScaleMode and SafeAreaProfile.
• Documented deterministic tile layering: thumbnail or URL Art, then QR, then pill, then small URL, then optional top overlays.
• Reinforced visible-first startup rendering and QR first-paint correctness as binding requirements.
• Recorded URL Art as a thumbnail-class WYSIWYG export requirement.

Known uncertainty

This v08 build applies the requested layer-order and viewport-control changes, but live testing is still required to confirm QR behavior across every startup path and every export path.
